Per Cent for Art Commissioning Programme
  A major art commissioning programme, Breaking Ground, was launched in Ballymun in February 2002. Over the life of the regeneration programme, which is expected to continue until 2012, a wide and diverse range of art will unfold in Ballymun. The title of the programme is intended to portray the potential of art, in all its forms, to challenge preconceived perceptions and expectations. Breaking Ground will provide an opening for art to be made in different contexts and with new publics. The programme of commissions aspires to establishing Ballymun as a place of international standing within the arts community.

The aim is for Breaking Ground to be the most cohesive and ambitious local authority art commissioning programme under Government’s Per Cent for Art Scheme in the history of the State. From the outset Breaking Ground wishes to acknowledge the work already being done in the community by local artists and organisations involved in or using the arts.

The regeneration project has enabled this Per Cent for Art commissioning programme to be established in Ballymun. This new and important source of funding for the arts in Ballymun, which is directly linked to the regeneration process, allows for and encourages innovation and experimentation, while including an adherence to models of best practice in art commissioning and the introduction of new models where necessary.

Breaking Ground presents opportunities for commissions by local, national and international artists, which can be either permanent or temporary but which will be across all the artistic disciplines. As well as embracing diversity in arts practice Breaking Ground will also seek to engage new audiences and participants. By attracting the attention of national and international audiences, Breaking Ground will help to contribute to changing the image of Ballymun.
